This is the Unicode replacement character. Unlike NUL, this character is legal in tag values that are sent to the control point. When MinimServer reads a tag value containing NUL characters, it replaces NUL characters by the � character to provide a visual indication of where the NUL characters are in the tag value.

This bug in JRiver was fixed in version 18.0.153. See this post.

If you rewrite the tags with JRiver 18.0.153 or later, this should fix the problem.

The Jriver rewrite approach is a success. The minimserver.log file is down to 822 lines. Many thanks for your input.
