Error Creating New Download File

I installed minimserver 0.8.3 on a Windows 7 64 bit machine recently. When I try to update to update 53 or install minimstreamer 0.5 I immediately get the error message "Error creating new download file." Same thing happens every time I try. My only security software running on that machine is Microsoft Security Essentials (I only use it for music stuff) and I tried turning that off (not sure if I completely succeeded) and it did not make a difference. Any suggestions? Thanks in advance.

There was a problem with 0.8.3 on Windows that could cause this message. Please uninstall 0.8.3 and download and install 0.8.3a. If this doesn't fix the problem, please let me know.
