Went back to my w2012 core and converted back to gui mode. Everything worked again. ffmpeg gave the same output as on windows 8.1. Went back to core(using audiophile optimizer) and it didn't work anymore. Went to minimal server interface. Config got lost again, but in that mode I was able to add the streamer.option setting using Minimwatch. My guess is that going to core mode disables something that doesn't allow ffmpeg to run.

To repeat what I posted at the JPlay forum: Ffmpeg.exe will run in core mode if you restore avicap32.dll and msvfw32.dll which core mode has removed. With these put back you can enter the streamer.options with Minimwatch. It will not run in core with hibernation without a modified JPlay 6 from Josef which whitelists ffmpeg.exe which is otherwise blocked. I am testing out that modified JPlay 6 now.
