The extension needs to be .m3u and the contents need to be plain text. I think you have done the first of these but not the second.

When you launch TextEdit, the Format item in the menu bar has a pull-down selection named "Make Plain Text". if you select this, the file will be edited and saved as plain text. This is necessary to produce a valid .m3u file.
