Apple has a similar policy (slightly more generous), with my iPad Air 2 blocked from installing the latest iPadOS version. It is 7 years old.

For my personal use, running the previous version of iPadOS would be fine. Despite this, I have to buy a new iPad so that I can support MinimServer users who are using the latest iPadOS version.
