You might have downloaded the wrong version of MinimServer 2.1.2. For the TS-231, you need the ARMv5 version (see this section). If this doesn't work, please post full details of any error messages that you are seeing.

QNAP only puts MinimServer in the App Center for recent models of NAS. I have asked them to make it available for older models but they will not do this.
