That's correct. The message about a missing Java installation from the 7th screenshot when installing MinimServer will appear when one or both of the following conditions apply:
1) The $JAVA_HOME environment variable is not set
2) The file $JAVA_HOME/bin/java is not available.

Create a public folder on Synology (make public folder read/write-able to everyone etc), put the ejre-1_6_0_38-fcs-b05-linux-i586-headless-13_nov_2012.tar.gz file under public folder

The public shared folder /volume1/public should already be there. You shouldn't have to create it yourself. For Marvell Kirkwood and 2013 PowerPC models, Java 6 and Java 7 is available, for x86 models only Java 6 is available.

With this setting, the packages by patters should appear in the package center under both the 'All' tab and the 'Community' tab. So in the end I tried using the buildin "Java Manager" to install Java. After some download and install message, the screen shows Java is installed and running.

So I tried install MinimServer 0.70, and of course MinimServer installer said Java is NOT installed.

Besides, there is another location that seems to indicated the buildin "Java Manager" said Java is not installed!

The Synology Java Manager is an official Java package from Synology available since DSM 4.2 for x86 devices only.

This is indeed weird. As stated above, try refreshing the package center. If this doesn't help, I suggest to refer to http://pcloadletter.co.uk/ for further help.

The section of the first image showing that Java is installed is actually not a dialog box but a screenshot preview of how it could look like after a successful Java installation with the 'Java Manager'.
The third screenshot suggests that the Synology Java manager awaits a *.bin file. As I don't own a x86 Synology NAS, I can't be of much help concerning the 'Java Manager'. I suggest to contact the Synology support for further help.
