Update my Minimserver version

I have a DS218+ on DSM 7.

Does this mean that I can not update to Mimimserver 2.2-7003 unless I renew/extend my license?

Exactly this. The terms are laid out quite prominently when you acquire the license.

MinimServer 2.2-7003 is a Synology packaging update that supports all versions of DSM 7 (7.0, 7.1, 7.2, 7.2.2, 7.3 and 7.4). It was needed bcause DSM 7.2.2 included an incompatible change that prevented the previous MinimServer 2.2 Synology package from being installed.

Your current license allows you to install the -7003 package because it is a packaging change wth no changes to the MinimServer code inside the package. This is the significance of the -7003 suffix in the package name.

The situation for MinimServer updates is different. You cannot install any updates later than MinimServer update 250 unles you extend your updates license.
