Does this mean I can convert my flac library (on QNAP) to mp3 for use on my cellphone SD card?

Transcoding isn't the same as converting. Converting makes a new copy of the file in a different audio format. Transcoding changes the audio format while you are playing a file or network stream without making a new copy. MinimServer can transcode network streams to MP3 but can't do this for local files.

For playing MP3 files from your cellphone SD card, you need a program that can do file conversion. An example of such a program is dBpoweramp Music Converter.
