This is the same problem. The file has been saved as ID3v2.3 without updating the TCON (genre) frame. On the kid3 configration page, what do you have for the "Genre as text instead of numeric string" setting?

I tried this with the same setting as you. I did the following:

1) Create an ID3v2.4 file containing a numeric genre
2) Edit this file in kid3 and change a tag (not the genre tag)
3) Save this file in kid3

The resulting file was still ID3v2.4, still had the numeric genre and was read correctly by MinimServer.

It appears that something different is happening when you do this that is causing the file be changed from ID3v2.4 to ID3v2.3.
