I tried swapping the order as you suggested but it did not work. All the playlists showed WAV but did not play.

I do have another question though...with the existing stream transcode of aac:L16/wav24/- , *:L16/wav24/- all the playlists appear as PCM. When I check the info on the stream, they indicate 44 by 16 which is FLAC. Why do they show as PCM? When I play music from my CD collection which is all FLAC, the files show FLAC. Just curious if I have something amiss. Thanks

Your transcoding settings are not transcoding FLAC files. If you want to do this, you need to add something like

flac:L16/wav24/-

FLAC is a file format for storing compressed PCM audio data, so it is not incorrect to use the term PCM to describe data played from a FLAC file.
