Looking at the file, I think the important part is

Can't load AMD 64-bit .dll on a IA 32-bit platform

This, I think, would suggest you are trying to start a 64 bit version of MinimServer with a 32 bit version of Java/32 bit machine. I see you have been a member since 2012, so is this an install on a new machine or have you changed Java?
Would suggest loading 32 bit version of MinimServer.

I will look into what is causing this. You can fix it by closing MinimServer and deleting all the files in the folder

C:\Users\your-user-name\AppData\Roaming\MinimServer\libext

The AppData folder is hidden in Windows Explorer, so you need to type this full folder path into the Explorer address bar.
