Seems not.
I just installed ffmpeg6 on my NAS following the minimstreamer userguide instructions and set the stream.converter to
/var/packages/ffmpeg6/target/bin/ffmpeg

NDS still says can't open/Can't play. I also tried a reboot of the NDS
