Scan Automatically

MinimServer has never done automatic scanning. I would like to make rescanning quicker after adding a few new files and not require a MinimServer restart. This requires some significant changes to MinimServer internals so it is a medium-term rather than a short-term goal.

Fully automatic rescanning that is 100% reliable and can cope with any kind of library change is very difficult to implement and would be likely to compromise sound quality because of the overhead of continuously checking for changes. I think the change described above would be a good first step and might be sufficient for most people's needs.
