The ffmpeg.exe from the Essentials download from gyan.dev is working for me on both Windows 7 and Windows 10. It sounds like you ran it from Windows Explorer instead of from a command prompt. If you install it in the location described in the MinimStreamer user guide, it should work correctly for MinimStreamer transcoding.
