I did a bit more research and also asked if anyone had run into this on the Synology reddit.
The recommendation was to enable VFS, which was not enabled. After doing this, all the files with ? disappeared from OSX. If I went to file state and renamed the file with a ?, it would show back up, and they seem to be able to be scanned with minim watch. I suppose I can go through and fix this manually, but is this essentially the same as converting the file from NFC to NFD?
