The file contents that you posted are corrupt at the start and end of the file.

The first line of the file must be #EXTM3U on a line all by itself.

The remaining lines come in pairs. The first line of the pair is something like this:

#EXTINF:-1,[R3;aac] BBC Radio 3

The second line of the pair is something like this:

http://a.files.bbci.co.uk/media/live/manifesto/audio/simulcast/hls/uk/sbr_high/ak/bbc_radio_three.m3u8

As a start, try creating a file containing just the above three lines.
