OK, this means you are using a tagging program that is changing tag values without updating the modification date of the file. Setting startupScan to full makes MinimServer read all files on every rescan (including files that appear to be unmodified) instead of using cached information.

Your tagging program should have a configurable option to change the modification date whenever a file is updated and it is highly recommended that you configure this option to prevent similar problems in future. Leaving startupScan set to full isn't recommended because of the rescan performance penalty that this causes.
