A web search suggests that changing

http//a.files.bbci.co.uk/media/live/manifesto/audio/simulcast/dash/uk/dash_full/ak/bbc_radio_three.mpd

to

http://a.files.bbci.co.uk/media/live/manifesto/audio/simulcast/dash/nonuk/dash_low/ak/bbc_radio_three.mpd

might work and should play a 96 kbps stream.
