Minimserver will not start on Mac Mini

I have El Capitan OSX and loaded the latest version of Java.

I downloaded and executed the dmg file.

When I double-click on the application icon, I get the download from the web message and I click on "open". Then, nothing happens. Nothing appears on the toolbar.

I looked in my activity monitor and no Minimserver shown there.
