Internetradiostream to Android device

Hi,

i got a problem.

Here in Germany many internetradios uses M3U or mp3 streams of their online
radio. I want to use the Radio over my Android (VLC, Xiialive, etc.) with a lower bitrate.

For xxample a radio stream uses a mp3 (128kbs) stream, how could i transcode the stream to 48kpbs or 96kbs.

Is it possible to do this?

Or how could i set the streaming options at the minimstreamer to use another format to stream.
