The new dialog will not fix the problem. Fortunately, the old one is hidden, rather than removed. Do Win key + X to get the power menu, then select Command Prompt (Admin). Enter the command

P.S. I now see that Simon has come in with the link to Jarfix, which is the better option. I'm leaving this post however, for the benefit of anyone who falls foul of the 1709 'improvement' in some other way.

It works

David's post about 1709 should be left for anyone trying to manually set up an account in Outlook 2016. Microsoft have imposed a new "wizard" for this which does not cover all the options required by some providers. The only way around it is to open a working account and using the Outlook 2013 interface, edit it with all the required information for the new one
