The number of content directories (top-level folders) is limited to 8 and this number can't be increased. The number of subfolders under these content directories is limited to 65000.

MinimServer follows links on Linux. I haven't tried this on Windows but I would expect it to work there as well, so you should be able to use links to increase the number of top-level folders.
