Which MinimServer install file are you using? It should be MinimServer-0.8.4-install.exe.

This message means that mserver.jar did not find the file jminim-0.6.217.jar in the normal installation location C:\Program Files\MinimServer\lib or C:\Program Files (x86)\MinimServer\lib.

Are you launching MinimServer by running Java from the command line? If so, what is your current directory setting? It should be C:\Program Files\MinimServer\lib or C:\Program Files (x86)\MinimServer\lib and this directory should contain both the mserver.jar file and the jminim-0.6.217.jar file.
