To which file does the 'final shortcut' (a phrase I don't quite understand) refer? Is it, by any chance, a file with the extension 'jar'? If it is, then the likelihood is that, on the machine with which you are having difficulty, the file association for .jar (Java program files) has been changed to link them (wrongly) to WinRar.

Assuming you are using standard Oracle Java on Windows, the association should be 'Java Platform ™ SE binary'. If it is something different the association will need to be changed; the easiest way to do this is probably to uninstall Java (both 32- and 64-bit if you have both), and re-download and reinstall the latest version. The file association can the be checked in Control Panel\All Control Panel Items\Default Programs\Set Associations.

Incidentally, unless you are aware of a special reason to have both 32- and 64-bit versions of Java on your machine, you need only install the version which matches the version (32- or 64-bit) of MinimServer you are using. And, again unless there are particular reasons for doing otherwise, you should disable Java in your web browser(s); in Windows 7, there should be an icon for the Java Control Panel in the Windows Control Panel.
