Your local network type might have changed from Private to Public when you changed the router. If so, this would trigger the first four entries and cause the problem you are seeing.

Perhaps when you tested disabling the firewall, you didn't disable it completely but only disabled it for private networks. If so, the blocking Public rules would still have been in effect.

I am familiar with this situation because exactly the same happened to me once. Sad

The setting to change the network type isn't immediately obvious. I recall that it took a bit of digging to find out how to do this. I will look into this later today and let you know what I find.
