Folder view: new cover.jpg is not updated

This appears to be caused by client-side caching of the original image. Because the image URL hasn't changed, the client thinks its old cached image is still valid.

After changing the image and doing a MinimServer rescan, I tried force-quitting and restarting BubbleUPnP but this didn't cause BubbleUPnP to request a new version of the image from MinimServer. I tried rebooting Android but this didn't make any difference. When I cleared the cached data for all apps using Settings > Storage and did another rescan from BubbleUPnP, the new image was displayed.
