If you've successfully installed the foo_UPnP plugin component for Foobar2000, you'll be able to access the UPnP Browser popup window from Foobar's View menu so that you can make the radio station selection from MinimServer as instructed by Simon. Navigating the library tree hiearchy in the UPnP Browser Window works in tandem with its own playlist tab, UPnP Browser Selection, on Foobar's main window. If you follow the navigation instructions in step 8, the radio staion list should eventually appear on the UPnP Browser Selection tab, similar to ordinary music file tracks.

The UPnP Browser is in effect the UPnP control point that the foo_UPnP plugin provides for streaming by the Foobar player itself, rather than controlling an external renderer on the network. The foo_UPnP plugin provides a different mechansim if you want to use Foobar as a control point for an external renderer - the UPnP Controller popup window.
