You should not point foobar2000 at the BBC Radio.m3u file. You need to follow all the steps on this page. When you get to step 8, you need to use a UPnP control point (for example, foobar2000 with the foo_upnp extension installed) to browse the MinimServer UPnP server library and select and play the radio stream from within the MinimServer library browsing hierarchy.
