can't open minimserver

I have windows 7 ultimate 64bit. new java jre-8u131-windows-x64, winrar-x64-540,
.

When I do the install the last thing that happens is that the winrar box opens and lists the following items:

.. Local Disk
com File Folder
META-INF File Folder 9/24/2015
LICENSE.txt 1,381 Text Document 6/16/2015 E7FEA5


So what do I do now ???

You have the .jar file extension associated with WinRAR. It needs to be associated with Java. You can do this by using the Jarfix tool.
