can`t install minimserver

can`t install minimserver
hello all!
I just can not install minimserver from this location...after downloading and start to install, I get win RAR open and no set-up option??!!
any help

found solution...my java wasn`t installed corectly...
after that, Minim server was installed rightaway!!
