Yes.
I'm not a software engineer, and I have the streams I want to use running perfectly well (and transcoded to 24 bit WAV) on my system, via a playlist (.m3u) file. If you have MinimServer working on your system for local content, the place to start is the MinimStreamer home page.
Beyond that, if you could tell us what equipment you are using and what specific problem you are experiencing, we might be able to help more directly.
